I don't usually post much game cheat stuff but I thought this one would be a popular hack. I don't have the game so I can't test it personally. Let me know if you get it working or can't get it working, better still, reply to this thread!

Start a new save file with any girl and partner with Lisa, travel only to island locations with no other people.
As soon as you arrive exit the area. At the end of day one when you are forced to play volleyball, ASAP hit pause and give up.
From day two onward Travel only to island locations with no other people. End each day by normally sleeping.
Do this for 14 days you will see the end credits. Now go back to your save file.
If it has a time of 0:13 or less, you have unlocked topless mode. Continue with this save file with any girl.
Open the item screen. Go to the swimsuits, press Y on the already equipped suit and the "W" will change to a "T" (for topless).
This will work on two piece suits. All girls in two pieces will be topless from now on.
