No es por desanimar, pero este archivo simplemente parece un archivo con cadenas (Mensajes de error, idioma, etc...).

0123456789ABCDEF son todos los caracteres hexadecimales.

Precisamente ese conjunto de caracteres son los que corresponden al hexadecimal, supongo q sera eso
