I got the Final Fantasy X Image burnt with a Pioneer A03 (with Primo DVD 2.0) and on a Mitsui DVD-R for General media working with a NEO2.2 and a Action Replay 1.7 UK (I think 1.3 works fine as well) using the double swap method. I did it slightly different from how it was explained here a few days ago. However, there seems to be a lot of timing involved as I need few attempts to get it working. But this shows that booting DVD-R with NEO is no hoax and future NEO versions will probably also boot them easier than now.
Ok, here is how I did it:
1. I started the AR2 like I'd do it for the EA trick (holding down the ON/RESET button while starting).
2. I selected START GAME and then press EJECT (while still holding the ON/RESET button) and exchanged the AR2 with any PAL DVD game (I tried with GT3 PAL and DOA2 PAL).
3. I waited until I heard the PAL DVD spinning up and down again then I selected WITHOUT CODES and released the ON/RESET button
4. Once the tray comes out, quickly exchange the PAL DVD with the DVD-R (FFX in my case) and press X as soon as the tray closes to start the DVD. If it gets stuck at the loading screen, try again, if you get a black screen, the disc is loading.
This 100% works, it just needs correct timing.

i am very happy to say i can comfirm this works
I have a pal ps2 30003 ver4 with ar1.7 and neo2.2,
the dvdr backup game is 1.7gig in size.
i used a dvd demo disk from a magazine as the swap it was 3.5gig in size.
Just been testing with xtreme fm (didn`t seem to work tried 5 times)
I tried booting the dvdr backup with ar1.7 10 times and it booted with no problems everytime (great news)

Para que nos enteremos , que han utilizado el dvd de una revista para hacer doble swap y cargar un dvd-r, el problema son los timmings del neo que se tendrian que ajustar ya que cuesta bastante hacerlo funcionar...que quede claro que no lo he probado
