M3 and M:DE support controllers via Xinput and the Steam Input API, but they only support rumble via Xinput,
If you are using just Steam for your controller to work in the game then you can add to the controller config an Xinput gamepad action and so Steam will also use Xinput (as well as Steam Input).
You can add them anywhere (easiest to just stick them out of the way though) but do it like this for Mafia 3 since the devs actually missed a control in their config (L3 to toggle wiretap on the map screen):

1. Right-click Mafia 3 in your Steam Library > Manage > Controller Layout
2. At the top you'll see the Action Sets. Select "Menu Controls" action set.
3. Choose the Left Stick > Choose Click Action > Press the Options button on your controller > Press L1 > Press L3
4. Back > Done

For M:DE, choose the "Launcher Menu" action set. Choose L1 > Press the Options button > Press L1 > Press L1 > Back > Done

If you are using DS4Windows or other mapper to convert your controller to Xinput, then to make the game use and handle things for Xinput:
1. Disable Xbox Configuration Support (Steam > Settings > Controller > General Controller Settings)
2. Disable Steam Input via the per-game setting (Right-click the game in the Steam Library > Properties > Controller > Select 'Disable Steam Input').
