I recently had to repair a console that was lost in an old, damp attic.
The problems she had was not read the CD, no picture and no sound, and the controllers were not recognized
(here some pics)
First you need to open the console
Just follow this tutorial to disassembly:
Ifixit Dreamcast disassembly1º
To repair the image and sound, first you have to check if the fan is working.
Even when the fan working may not have picture and sound (which was my case).
Then what is needed and to bypass the thermal security Dreamcast.
The problem stems from dual diode, which makes the thermal protection of the console (see the pictures)
The bypass its made on the positive side of the CE601 to the right side of C613(see the pictures)
So now you already have image and sound, but its better to replace the double diode that makes the thermal protection to the console.and for that here is the information of the diode and here to buy it:
double Schottky diode, here's the datasheet of it:

For the controllers, there is a lot of tutorial online and here in the forum to,but for me they arent correct because the type of fuse the tell to use.
So the better fuses(because its the same as factory) you need to buy and replace its this:
0.39ohm 0.25W 5% fusible resistor or 0.47ohm
here where you can buy it:
