Teams found guilty on US fiasco
The seven teams who did not start the US Grand Prix have been found guilty on two charges of bringing Formula One into disrepute and not guilty on three.
Renault, McLaren, Toyota, Williams, Red Bull, Sauber and BAR pulled out of the 19 June race after Michelin said it could not guarantee its tyres' safety.
The teams were found guilty of failing to ensure they had suitable tyres and wrongfully refusing to start the race.
Governing body the FIA will not decide any penalty until 14 September.
FIA president Max Mosley said: "The World Motor Sport Council has decided to adjourn discussion of penalty to an extraordinary meeting, when it will be seen what steps have been taken to compensate the fans, and what steps have been taken by the Michelin teams to make sure nothing like this ever happens again."
Michelin, which was not summoned to the hearing, will not face any penalty.
FIA president Max Mosley said: "There were five charges against the teams.
"The first of these were to be sure they were in possession of suitable tyres, and they were found guilty of that, but with strongly mitigating circumstances.
"They were accused of wrongfully refusing to start the race, found guilty of that.
"They were found not guilty of refusing to race subject to a speed limit, because there was no plan in place.
"They have also been found not guilty of conspiring to make a demonstration because they satisfied the World Council.
"They were found not guilty of failing to tell the stewards."
There was no reference to whether the hearing panel had assessed whether Mosley was right to prevent a plan to race following the insertion of a chicane.
There will be three races of the season left when the council convenes its meeting to discuss the penalties.

se apalza la sanción hasta el 14 de Septiembre y se les ha absuelto de tres cargos.
Yo aui veo una cosa casi clara, les van a quitar puntos como si lo viera, la sanción se conocerá despues de Spa y con solo 3 GPs restantes, mi pensamiento es que ha pensado la FIA que si les quitan ahora muchos puntos (Hasta la mitad como se especulaba) esto se lia y no se corre en la mitad de los sitios. Eso si se puede liar gorda si el 14 de septiembre les quitan puntos y por un casual el que vaya lider no gana al final.
